If you used to be able to login to BiblioFile but now receive the error message:
Manual login failed with the message:
Could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "localhost" and accepting TCP/IP connections on port 5864?
This indicates that the BiblioFile database service did not start. To start the service take the following steps:
Attempt to start the service:
Click on Start then Control Panel.
Go into "Administrative Tools"
Go into "Services"
Scroll down and look for a service called "TLCBFDATA9"
If the service does not start, try to start it by right clicking on the service and then choose Start. If it starts make sure it is set to start automatically.
You may still receive an error "Could not start the TLCBFDATA9 service on Local Computer. Error 1069: The service did not start due to login failure." If so, take the following steps.
Go to Start then Control Panel
Go into "Administrative Tools"
Go into "Computer Management"
Click on "Local Users and Groups"
Double click on "Users"
Find the "TLCBFUser", right click on it and choose "Set Password." Click proceed on the pop up if one comes up.
A screen called "Set password for TLCBFUser" comes up. On this screen enter the database password you received in your BiblioFile package (TLC********) and confirm it (this password is case sensitive). Click OK then OK again on the pop up.
Right click on the TLCBFUser, selecting Properties, then check "password never expires."
Go back into "Services" and find the "TLCBFDATA9" service again
Right click on "TLCBFDATA9" and click on "Properties"
Click on the "Log On" tab
Re-enter the password from your package (TLC********') as if you were changing it, and confirm (case sensitive)
Right click on the "TLCBFDATA9" service again and click start.
